Check your vApp setting (IP/netmask/ etc), as well as check your settings in the IP pool. This will typically happen if there is a setting misconfig somewhere.

how much days before you installed the vcops. vCops takes some days or week to analyze your infrastructure. So give it some times. it will reflect once analyze finished.

What resources are showing green and red? And grey? It probably doesn't have any VMs+Hosts actually collecting to be able to calculate the risk badges. You can't calculate something from nothing....
