I think they key is Entitlement. Although the VM has been configured to have 256 MB of memory it is only entitled to have 16 MB. This is probably due to contention, other VMs having more shares, etc......

You may end up taking too much time integrating 3rd party solutions... in my past experience the more piecemeal you have, the more difficult it is to manage. You end up having 3 or 4 different vendors...
