During installation you register VCOPS to a particular vCenter so Im fairly positive that its one VCOPS per vCenter.

If memory serves correct, VCOPS installation asks how big of an environment you have. Small/Med/LargeSelecting small should do the trick with sizing it correctly for your needs.

I don't have it right in front of me, but I seem to remember that the "small" environment was sized for something like 1000 Vms .... At any rate, way bigger than the sites I'm talking about.
